I was able to use the Consumer Assistance Program for failing smog, but the diagnosis for failing was different here, than at a different repair smog shop. Lucky for me the other shop did not want to do any hard work and Dillon Motorsport did want the job. It's always turned out Dhillon's diagnosis was correct and they repaired a really difficult job to pass my smog. I was saved by Dhillon's from going in an expensive wrong path. Bless them for helping an impoverished elderly man !!!
